UPDATE: 2025 NYCECC Enforcement Date

On March 30, 2026, the 2025 New York City Energy Conservation Code (NYCECC), will be in effect. Adopted as part of Local Law 47 of 2026 (Intro 1490-2025-B), this code is a locally amended version of the 2025 Energy Conservation Construction Code of New York State (2025 ECCNYS), which has been in effect since December 31, 2025. The 2025 NYCECC will be at least as stringent as the State Code, and often more ambitious to reflect the City’s sustainability and carbon-reduction goals.

The upcoming NYCECC will continue to emphasize building envelope performance, HVAC efficiency, lighting controls, and verification procedures, advancing the City’s broader carbon-reduction and sustainability goals.

Timeline

Any applications filed on or after March 30, 2026 will be subject to the 2025 NYCECC. Complete filings before that date may still comply with the 2020 NYCECC, however, any incomplete filings may still be subject to the 2025 NYCECC.  

Preparing for the Update

This upcoming code cycle will have implications for design, energy modeling and compliance documentation. Early coordination with project teams and energy consultants will help ensure a smooth transition once the new codes take effect.
