The Local Laws for Lighting Upgrades (LL88)

The local laws for lighting upgrades and submetering are coming into effect, January 1, 2025.

Per Local Law 88 of 2009, and Local Laws 132 and 134 of 2016, buildings over 25,000 square feet must have the following:

  • Lighting that is compliant with current energy code.
  • Submetering for all tenant suites over 5,000 square feet.

Lighting within apartments and houses of worship is exempt, as is lighting in a space that was renovated after July 2010 to the energy code in effect at the time of the renovation. Hallways, laundry rooms, and boiler rooms within apartment buildings are exempt, but lobbies are not. The spirit of the laws is to get efficient, automatically controlled lighting and (commercial) tenant sub metering into mid-size and large buildings by 2025.
